The globalized information and communications industry

The report "The globalized information and communications industry - opportunities for public procurement to influence working conditions along the supply chain" describes the complex production system of the IT sector, provides an overview of the most important stakeholders and production countries and analyses the leverage of public purchasers to improve inhumane working conditions in the industry.

In a sub-chapter, the report looks at "The example of North Rhine-Westphalia". North Rhine-Westphalia is currently the only federal state in Germany where the awarding authorities are also obliged to demand compliance with the ILO core labor standards when purchasing ICT hardware.

What influence does the public sector have in Germany's most populous federal state? We investigated the questions: Who buys ICT? How many contracting authorities are there? What order volumes are publicly spent on ICT in NRW? What is purchased and who is awarded the contract?
